Este artículo examina la actitud del
Congreso estadounidense hacia el
Presidente peruano Fernando
Belaúnde Terry. Contrario a los gobiernos
de John F. Kennedy y Lyndon B. Johnson,
los legisladores no priorizaron la defensa
de los intereses de la International
Petroleum Company (IPC), una
corporación estadounidense, en su
conflicto con el gobierno peruano. Esto les
permitió ver a Belaúnde como lo que era:
un líder con todas las credenciales
necesarias para impulsar en el Perú las
reformas promovidas por la Alianza para
el Progreso.

This article examines the attitude of
the US Congress towards Peruvian
President Fernando Belaúnde Terry.
Unlike the administrations of John F.
Kennedy and Lyndon B. Johnson,
lawmakers did not prioritize defending the
interests of the International Petroleum
Company (IPC), a US corporation, in its
conflict with the Peruvian government. This
allowed them to see Belaúnde for what he
was: a leader with all the necessary
credentials to push through the Alliance for
Progress reforms in Peru.
