    Abstract:
    This article deals with the question of Xi Jinping's power and control over the People's Republic of China's relations with the Democratic People's Republic of Korea, as a strong leader at the head of a "rising" China. Defined by Mao as being as close as lips and teeth, the relations between the two countries and who has the power to shape them definitely is an increasingly salient question, as the questions of Korean denuclearization and unification gain increasing prominence as global issues. The analysis in this paper is built upon the nexus of the historical legacy of bilateral China-North Korea relations, Xi's power as the leader of a "rising" China, and the most recent political and diplomatic developments between the two sides. Approaching from such a point, I argue that Xi Jinping - as the most powerful political actor in China - does hold the greatest amount of power in determining the course of China's relations with North Korea.
