- This paper describes how and why Josias Simmler, a Swiss historian and cleric, celebrates councils and assemblies of the Swiss Cantons in his 1576 "De Republica Helvetiorum" as the only form of governement which is able to preserve the common good and the surest protection against tyranny and misgovernance.
